The Ministry of New & Renewable Energy (MNRE) has amended the procedure for listing wind turbines and their components in India. As part of the revision, the existing Revised List of Models and Manufacturers (RLMM) has been renamed the Approved List of Models and Manufacturers (ALMM) for wind turbines.
The updated procedure makes it mandatory for wind turbine manufacturers included in the ALMM to use specified components—blades, towers, gearboxes, generators, and main, pitch, and yaw bearings—sourced from vendors listed in a separate ALMM for components. The list of approved component vendors will be published separately by the Ministry.
Additionally, manufacturers must locate their research and development facilities, data centres, and servers within India to support cybersecurity compliance.
The amendment exempts wind energy projects that have already been awarded, as well as Captive, Open Access, Commercial & Industrial (C&I), and third-party sale projects scheduled for commissioning within 18 months from the date of the notification. New wind turbine manufacturers and models are exempt from the component sourcing requirement for up to 800 MW over a two-year period. This exemption aims to promote the introduction of innovative technologies not yet manufactured domestically.
According to the Ministry, these measures are intended to strengthen quality control and cybersecurity while encouraging domestic manufacturing.
India’s wind turbine manufacturing industry currently has an estimated annual production capacity of over 20 GW, according to MNRE.
