Rourkela Steel Plant (RSP), operated by Steel Authority of India Limited, is set for a major expansion that will raise its crude steel capacity to 9.8 million tonnes by 2030. The plan follows a review of the plant’s current operations, ongoing projects and the outlook for steel and mining output in Odisha.
The review examined the functioning of existing units, progress of new facilities and long-term investment requirements. It also evaluated the scale of modernisation needed to support the planned capacity increase and strengthen raw material security for future production.
Outlining the expansion agenda, the minister said, “We are planning for RSP expansion, doubling the capacity of RSP at about INR 300 billion.” He added that modernisation projects amounting to about INR 90 billion were under way across key production lines to enhance efficiency and product capability.
As part of the expansion, a one-million-tonne-per-annum slab caster has been commissioned at Steel Melting Shop-2 with capital expenditure of about INR 11 billion. Construction is progressing at Coke Oven Battery 7 and at the new pellet plant, which will support higher hot metal generation and improve the plant’s material balance once operational.
Raw material availability is expected to improve through increased output from the Odisha Group of Mines, which has recorded more than five percent growth this year and is projected to reach nearly 15 million tonnes in FY 2025–26. The strengthened supply base is intended to support higher crude steel output and reduce logistical constraints.
The expansion and modernisation programme is expected to introduce new machinery, improve techno-economics and support greater production of flat and special-grade steel. The review noted that higher capacity and upgraded processes would expand the plant’s product mix and provide broader opportunities for equipment suppliers, contractors and ancillary industries.
Modernisation activities include upgrades to melting, casting and rolling operations aimed at improving quality, energy performance and operational stability. These developments form part of an organisation-wide capacity enhancement underway across multiple facilities.
Rourkela Steel Plant produces flat and long steel products for construction, engineering, automotive and industrial customers. Established as India’s first public sector integrated steel plant, it serves domestic markets and supports manufacturing activity across eastern and central regions.
