HMT Limited, a public sector enterprise under the Ministry of Heavy Industries, has signed a memorandum of understanding (MoU) with Rosatom Additive Technology (RosAT) of the Russian Federation to jointly manufacture additive technology machines. The agreement was signed on 17 March 2026 at the HMT Corporate Office in Bengaluru and focuses on developing domestic capabilities in additive manufacturing equipment.

The collaboration will cover joint manufacturing and development of additive technology machines. The partnership is intended to support applications across sectors such as aerospace and defence, space technology, nuclear energy, and mechanical engineering, where additive manufacturing is used for producing complex components and specialised parts.

The MoU also includes efforts towards import substitution by enabling domestic production of industrial three-dimensional (3D) printers. This is expected to reduce reliance on imported equipment by establishing manufacturing capabilities in Bengaluru.

The agreement follows earlier engagements between the two organisations. In December 2025, a delegation from Rosatom Additive Technologies, led by Alexey, Deputy Group Director, visited the Bengaluru unit of HMT Limited to explore collaboration opportunities in additive manufacturing. During the visit, Rajesh Kohli, Chairman and Managing Director of HMT Limited, briefed the delegation on the organisation’s technological capabilities, infrastructure, and ongoing work in precision engineering.

In September 2025, Ilya Kavelashvili, Director of the Additive Manufacturing Business Unit at Rosatom, outlined the company’s approach to expansion in India.

Kavelashvili had then indicated a phased approach to localisation through partnerships. “We will go step-by-step. In the ideal case, it is to create a joint venture with an Indian partner and then ensure that degree of localization to get the maximum [benefit],” he said. On market development, he added, “The speed of movement and the speed of localization will depend on our relationship with the partner and how effectively we can set up sales or the implementation of additive technologies in India together with them—and the exit to foreign markets of this enterprise too.”

He had said that Rosatom’s plans for India align with its approach in Russia, focusing on sectors such as aircraft manufacturing, engine production, space applications, rocket and component construction, and mechanical engineering. He added that medical applications are also expanding, particularly in the production of standard items and customised implants for individual patients.

The partnership builds on a series of developments by Rosatom in the additive manufacturing segment, including the launch of an Additive Technologies Center in Moscow in December 2020, showcasing of RusMelt metal three-dimensional printers in May 2024, certification of the RusMelt 300M for export in July 2025, and dealer agreements worth 1.5 billion rubles signed in October 2025.
