The Delhi government and the City of Oslo have announced a new partnership to advance electric mobility and urban transport decarbonisation. The collaboration, called the Delhi-Oslo Smart Transport Initiative (DOSTI), was launched at the India Clean Transportation Summit (ICTS) 2025 in Delhi. The initiative will focus on knowledge sharing between the two cities in areas such as electric bus deployment, charging infrastructure expansion, and the use of zero-emission machinery in construction.
Officials stated that Oslo has already made progress in applying clean transport strategies beyond road transport. In 2024, 85 percent of municipal construction projects in Oslo used zero-emission machinery, with a target of reaching 100 percent in 2025. The collaboration will explore opportunities for Delhi to adopt similar practices.
“Delhi has already shown remarkable progress in deploying electric buses, setting a benchmark for other Indian cities. The collaboration with Oslo is a significant step that will further strengthen this journey,” said Amit Bhatt, India Managing Director of the International Council on Clean Transportation (ICCT).
“DEVI buses was our first achievement, it was a last mile option that was unavailable until now. By December we hope to increase the number of buses to 6,000,” said Pankaj Kumar Singh, Delhi Transport Minister, Government Of National Capital Territory Of Delhi.
The India Clean Transportation Summit, now in its third year, recorded participation from more than 650 delegates, including representatives of 72 government agencies and over 60 speakers. The event featured 20 thematic sessions addressing subjects such as public transit, freight, emissions tracking, marine transport, and vehicle taxation reforms.
The International Council on Clean Transportation (ICCT), which moderated the dialogue, is a non-profit research organisation providing technical and policy analysis on transport and environmental issues. It engages with governments, regulators, and other stakeholders to promote sustainable transport solutions.
