The Defence Research and Development Organisation (DRDO) handed over 12 Licensing Agreements for Transfer of Technology (LAToTs) covering eight defence products to industry partners during the inaugural session of SAMANVAY 2025 in Bengaluru on 29 October 2025. The transfers were executed under the Electronics and Communication Systems (ECS) Cluster’s industry engagement framework to accelerate commercial manufacture of defence systems.
The agreements cover technologies developed across multiple DRDO laboratories and were presented to over 150 industry partners attending the two-day event. Recipients named in the release include Bharat Electronics Limited units in Bengaluru, Panchkula and Pune; Bharat Dynamics Limited, Hyderabad; DH Limited, Ghaziabad; Enertech Engineering Private Limited, Hyderabad; Beam Infotech Private Limited, Gurugram; Nibe Limited, Pune; and Panacea Medical Technologies Private Limited, Malur.
The transferred items include the D-29 Electronic Warfare Suite; NATSAT-Handheld and NATSAT-Mini satellite communication terminals; the Sarang electronic support measure system under Programme SAMUDRIKA; the DOLPHIN-II system; a Laser Beam Rider Guidance System with an eye-safe laser range finder; an Athermal Laser Target Designator; Laser Photoacoustic Spectroscopy; and an M-Type dispenser cathode. These technologies originate from the Combat Aircraft System Development and Integration Centre, Defence Electronics Application Laboratory, Defence Electronics Research Laboratory, Instruments Research & Development Establishment, and the Microwave Tube Research & Development Centre.
“By uniting innovation and industry, DRDO is empowering Indian defence manufacturing for a self-reliant tomorrow,” said Dr Samir V Kamat, Secretary, Department of Defence R&D and Chairman, DRDO. Dr R A Mashelkar, Guest of Honour, addressed the meet on collaboration between research institutions, industry and start-ups under the theme “Resurgence of Innovative India: The Challenge and the Strategy.” DG, ECS Dr B K Das urged established firms to mentor micro, small and medium enterprises and start-ups to convert ideas into producible systems.
SAMANVAY 2025 comprises 10 sessions focused on industry engagement, MSME and start-up participation, and development-cum-production partner interactions that the release said will deliberate on policy reforms, manufacturing partnerships and pathways to scale indigenised technologies.
