India and Israel have signed a new Memorandum of Understanding (MoU) to enhance cooperation in defence, technology, and industrial development. The agreement was concluded during the 17th meeting of the India–Israel Joint Working Group (JWG) on defence cooperation held in Tel Aviv on 4 November 2025. The session was co-chaired by Indian Defence Secretary Rajesh Kumar Singh and Israel’s Ministry of Defence Director General, Major General (Res.) Amir Baram.

According to an official statement issued by the Ministry of Defence, the MoU provides a unified policy framework to strengthen bilateral defence collaboration and enable joint development and production of advanced technologies. The two sides identified several areas of cooperation, including science and technology, research and development, artificial intelligence, cyber security, and defence industrial partnerships.

The JWG reviewed the progress of existing initiatives and discussed opportunities to expand collaboration in technology development and capability enhancement. Both delegations also addressed common security concerns, including counter-terrorism, and reaffirmed their commitment to jointly tackling regional and global threats.

The Indian delegation met Israeli Defence Minister Israel Katz and participated in a forum with executives from Israeli defence companies to explore industrial cooperation. Officials said the discussions were focused on building long-term linkages between the two countries’ defence ecosystems.

Baram said the dialogue with India underscored the shared intent to deepen cooperation in defence manufacturing, technology and industry, adding that the partnership is built on mutual trust and shared strategic priorities.

India and Israel established the Joint Working Group mechanism in 1994 to institutionalise bilateral defence cooperation. Over the years, the framework has expanded to include joint research, production programmes, and technology exchange across multiple defence sectors.
